Individuals, Groups Will Have Right to Compete To Manage Edina, Macon, & Other License Offices
JEFFERSON CITY – As Gov. Jay Nixon’s
effort to improve customer service and accountability in Missouri state
government continues, interested citizens and groups will be able to bid on the
management of six more local motor vehicle license offices.
“Although a few license offices are currently run by civic
groups, most license offices in the past were given away to people based solely
on their political connections,” said Gov. Nixon. “Now, any person or
group can bid to operate an office, and they have to tell us in advance exactly
how they will run the office and how efficiently they can perform. This
new, non-partisan scrutiny of license office operations is designed to bring
accountability to the system.”
The governor also noted that the Missouri General Assembly
recently approved legislation that will permanently put his bidding process
into state law.
“Both Republicans and Democrats agreed that the old way of
giving away a license office with no goals for customer service was wrong,”
Gov. Nixon said.
The six offices that have been put up for bid this week are in
Edina, Branson West (Lakeview), Macon, Malden, Owensville and Trenton.
Bidders will have five weeks (or until July 14) to respond to bid proposals
overseen by the Office of Administration (OA). Teams from the Missouri
Department of Revenue will evaluate the bids.
Karen King Mitchell, director of the Department of Revenue, said
the competitive nature of the bidding process has resulted in quality proposals
from people who want to manage the offices. She noted some of the
criteria that are evaluated by the department.
“A bidder’s plans for customer service are obviously
important,” Mitchell said. “Other issues that are evaluated are a
potential agent’s business and license office experience, the location,
accessibility and security of the office and whether a bidder is a
not-for-profit corporation or a minority/woman-owned enter-prise.”
Common transactions that take place at local license offices
include renewing or applying for a driver’s license, renewing or applying for
registration on motor vehicles, boats and outboard motors, and applying for
titles and paying sales taxes on these units.
