City of LaBelle, Board of Aldermen Hold Special Business Meeting

Prior to the business meeting a Public Hearing was scheduled for the 2015 Tax Levy.  No tax payers other than the elected officials were present for the Public Hearing.

The LaBelle Board of Aldermen met in special open session August 25, 2015, at 7:00 p.m. at City Hall.  Mayor Amy Turpin presided over the meeting.  Mayor Turpin declared that a quorum was present and called the meeting to order and stated that the purpose of the meeting was to adopt an Ordinance fixing the tax levy for 2015 and discuss the contract the City has with the Lewis County Sheriff Department.

Aldermen Present: Jesse Rogers, Roger Scott, Roy Lewis, Justin Parrish and Christopher Parrish.

Aldermen Absent: Paul Harvey was absent.

Others Present: Lewis County Sheriff David Parrish, City Collector Dianna Sparrow, Edina Sentinel/Lewis County Star reporter Emilie Rumble, M.T. Lumley and Terry Dutton.

Alderman Jesse Rogers motioned to adopt the agenda as presented.  Christopher Parrish seconded the motion.  Motion passed unanimously.

BILL NO. 01-2015: AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR TWO THOUSAND FIFTEEN, FOR THE CITY OF LABELLE, MISSOURI, was presented for the first reading.  A roll call vote was taken: Aye-Christopher Parrish, Aye-Jesse Rogers, Aye-Roy Lewis, Aye-Justin Parrish, Aye-Roger Scott. Nays, None.  Alderman Paul Harvey absent.  Mayor Turpin then read BILL NO. 01-2015 by Title.

BILL NO. 01-2015: AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR TWO THOUSAND FIFTEEN, FOR THE CITY OF LABELLE, MISSOURI, was presented for second  reading.  A roll call vote was taken: Aye-Christopher Parrish, Aye-Jesse Rogers, Aye-Roy Lewis, Aye-Justin Parrish, Aye-Roger Scott. Nays, None.  Alderman Paul Harvey absent.  Mayor Turpin then read BILL NO. 01-2015 by Title.

BILL NO. 01-2015: AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR TWO THOUSAND FIFTEEN, FOR THE CITY OF LABELLE, MISSOURI, was presented for adoption.  Alderman Christopher Parrish motioned to adopt BILL NO. 01-2015: Alderman Roger Scott seconded the motion.  A roll call vote was taken. Aye- Christopher Parrish, Aye-Jesse Rogers, Aye-Roy Lewis, Aye-Justin Parrish, Aye-Roger Scott. Nays, None.  Alderman Paul Harvey absent.   Mayor Turpin then signed Ordinance NO 01-2015. (Note: the adoption information on this BILL was not included in the City Clerk’s written notes)  Contacted Alderman Rogers for this information.

Mayor Turpin advised the Board that according to the Missouri Statutes Section 544.157 a Sheriff’s Department cannot enforce ordinances of cities with less than 2000 population.  It was decided to hold off on renewing the Contract until Sheriff Parrish can contact Judge Westhoff and City Attorney with suggestions.

NOTE: M.T. Lumley and Terry Dutton had requested to be on the Agenda but they had not been included in the Agenda notice.

M.T. Lumley met with the Board and asked for financial statements.  Mayor Turpin stated that wasn’t on the agenda.

Terry Dutton met with the Board and expressed her concerns regarding the City renewing the contract with the City.

Alderman Christopher Parrish motion(ed) to adjourn.  Alderman Roger Scott seconded the motion.  The meeting adjourned.
