November Meeting Minutes

DRAFT – November 15, 2022 – Members Present: Shelly Bugh, President; Deborah Hagerla, Member; Andrew Parrish, Vice-President; Alan Peavler, Member; Kim Jansen, Treasurer; Matthew Reel, Member.Administration: Andy Turgeon, Melissa Vannoy, Nancy Goodwin, Alex Van Delft. Others In Attendance:
Echo Menges. Absent: Karisha Devlin, Secretary.
Shelly Bugh, Board President, called the meeting to order. The Pledge of Allegiance was recited.
The motion was made by Deborah Hagerla and seconded by Kim Jansen to approve the revised agenda as presented. Vote: 6-0. Motion carried.
The motion was made by Andrew Parrish and seconded by Alan Peavler to approve the minutes of the Regular Session Meeting held on October 18, 2022 at 6:00 P.M. Vote: 6-0. Motion carried.
The motion was made by Andrew Parrish and seconded by Kim Jansen to approve the minutes of the Executive Session Meeting held on October 18, 2022 at 8:08 P.M. Vote: 6-0. Motion carried.
The motion was made by Alan Peavler and seconded by Deborah Hagerla to approve the payment of the November 2022 warrants as presented. Vote: 6-0. Motion carried.
The board heard and accepted reports from the superintendent and administrators.
Additional reports were made by:
Melissa Vannoy – Reported on Elementary activities including Veteran’s Day; Informed the Board about the upcoming Who Was Bee activity night; Reported Lizzy Ackman was selected to work with an author to publish a book.
Alex Van Delft – Reported on MS/HS activities including the MS Dance, REC Live Wire Presentation, All Conference Choir and Drama Play; Reported on Athletic and other activity awards and accomplishments.
Nancy Goodwin – Reported on Preschool Expansion Grant and Hydroponic Grant recently awarded to the district.
Supt. Turgeon – Gave an update on LCC Conference Meeting; Gave an update on bus driver training and driver recruitment ideas.
Mr. Turgeon reported on the food service program.
Transportation – 2023 Electric Bus Quotes – Purchase
Supt. Turgeon presented information on bus bids for four (4) new electric bus purchases that were submitted. All four vendors submitted bids for the electric bus.
Lion Electric – $374,999 Per Bus
Thomas Built – $402,272 Per Bus
Central States Bus Sales (Blue Bird) – $402,999 Per Bus
Midwest (International) – $394,134 – Per Bus
Supt. Turgeon recommended accepting the bid from Lion Electric for four (4) buses, on the basis that Lion Electric met all of the specifications, offered a higher quality vehicle and the fact that they were the lowest bid. These four (4) buses will be fully covered with the EPA grant that Knox County R-I was approved for.
The motion was made by Matthew Reel and seconded by Deborah Hagerla to purchase four (4) 2023, 65 passenger, Lion C Electric buses equipped to district specifications including air conditioning for a total cost of $1,499,996. Vote: 6-0. Motion carried.
Municipal Bond Underwriting Services Agreement
Supt. Turgeon presented information on running a bond issue in April 2023 and described the agreement for municipal bond underwriting services between Knox County R-I School District and L.J. Hart & Company.
The motion was made by Matthew Reel and seconded by Deborah Hagerla to enter into an agreement with L.J. Hart and Company for the purpose of providing municipal bond underwriting services to the district for a new money structure for general obligation bonds in the approximate amount of $2,250,000.00 appearing on the ballot for April 4, 2023. Vote: 6-0. Motion carried.
School Building Projects RFQ Advertisements
Supt. Turgeon shared information on the options that the district can proceed to design, plan, and implement future building projects and recommended that the district advertise for Qualification for and Owners Representative Company to work with the district on future projects.
Set Filing Dates for April 4, 2023 Election
The motion was made by Andrew Parrish and seconded by Deborah Hagerla to set the dates for the Board of Education candidate filing for three (3) positions to begin December 6, 2022 at
8:00 A.M. and to end December 27, 2022 at 5:00 P.M. during regular business hours Monday through Friday (8:00 A.M. – 4:00 P.M.) extended to 5:00 P.M. on December 27, 2022 the last day to file. Filing will not occur on any days the district superintendent’s office is closed due to inclement weather. Filing will also not occur from December 22, 2022 through December 26, 2022 due to the superintendent’s office being closed for the holidays. Vote: 6-0. Motion carried.
The motion was made by Andrew Parrish and seconded by Matthew Reel to adjourn the regular session meeting to go into closed session for the purpose of considering the following: Student(s) under section 610.021 Subsection 6 and 14 RSMO, Personnel under Section 610.021 Subsection 3 and 13 RSMO. Vote: 6-0. YEA: Shelly Bugh, Andrew Parrish, Kim Jansen, Deborah Hagerla, Matthew Reel, Alan Peavler. ABSENT: Karisha Devlin. Motion carried.
