Edina City Council Wraps Up Water Tower Project, Sets Filing Dates for 2025 Municipal Election

DRAFT–October 15, 2024–The Board of Aldermen met in regular session with Mayor Linda Kerr presiding. Aldermen present: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum. Absent: Mark Parrish, Staci Rimer.
Others present: Peggy Collinge, City Treasurer; Roger Parton, Superintendent of Utilities; Michael Robbins, Water & Sewer Department employee; Matt Suhadolc, Klingner & Associates; Jeff Hamlin; Andrea Blake.
Mayor Kerr called the meeting to order at 7:00 p.m. and Alderman Strange gave the invocation. The pledge of allegiance was recited.
Motion was made by David Bugh and seconded by Dot Kriegshauser to approve the minutes and reports as presented. Motion carried unanimously.
Motion was made by Rick Yoakum and seconded by David Bugh to pay all bills as presented. Motion carried unanimously.
Citizen Comments
Andrea Blake addressed the Board with her concerns regarding the neighborhood near 506 E. Clay St. She said the derelict vehicles and junk appear to be in violation of City Ordinance No. 642, which amended Ordinance No. 621. Ryan Bishop, Chief of Police, said he recently sent certified letters that address violators of the City ordinances and it takes time to enforce these. Andrea also mentioned that a dog has been seen in the neighborhood that is in violation of the City’s Animal Control Ordinance. Ryan confirmed that he must see the dog or someone needs to sign a written statement stating the same.
Andrea also noted that Roger Parton has done a great job for the City of Edina by getting things cleaned up and improving the streets.
Jeff Hamlin, 106 SW Morgan St., addressed the Board in regard to the status of Bowen Street which adjoins their property. Mayor Kerr said she sent a letter requesting a face to face meeting to discuss the options to settle this disagreement but has not had a response.
Matt Suhadolc, Klingner & Associates, met with the Board. He presented the final Certificate of Substantial Completion for the City’s Elevated Storage Tank Rehabilitation project. He said that no remaining work or corrections are required and he recommends full payment to Viking Painting LLC. Motion was made by Delmar Strange and seconded by David Bugh to pay Viking Painting LLC. $316,475.00. Motion carried unanimously.
Department Reports
Michael Robbins, Water and Sewer Department employee, addressed the Board in the absence of Mike Wriedt. He confirmed that the water tower painting project has been completed ahead of schedule with the help of good weather. The project went very well, with no interruption in water service to the citizens. There have been some water taste and smell complaints but this is due to the Clarence Cannon Wholesale Water Commission (CCWWC) annual free chlorine switch which began Labor Day and ended Columbus Day. It takes several days for that water to move through the system and at that time the Water Department will begin flushing hydrants. Michael said the initial LSLI (Lead Service Line Inventory) required by EPA has been completed and sent to the Missouri Department of Natural Resources. Any water customers that did not complete the survey will receive notification and instructions with their City taxes.
Roger Parton, Superintendent of Utilities, met with the Board. He reported that he noticed signs of termites in the area around one of the doors to the Police Department garage. Motion was made by David Bugh and seconded by Rick Yoakum for the City Clerk to contact several pest control companies for free estimates and quotes. Motion carried unanimously.
The need for some type of “on-call” phone for the water and sewer employees was discussed. Motion was made by David Bugh and seconded by Delmar Strange to allow Mike and Michael to make a selection and purchase whatever phone they think would work best for this purpose. Motion carried unanimously.
Mayor Kerr said she has had inquiries about the City’s plans for use of the club house building at the City lake. Roger agreed to take a dumpster to the site and get it cleaned up. Linda said she will check on grants for this type of City facility.
The General Municipal election will be Tuesday, April 8, 2025. Motion was made by Rick Yoakum and seconded by David Bugh to set the filing dates to begin December 10, 2024 and end December 31, 2024. Motion carried unanimously.
Motion was made by Dot Kriegshauser and seconded by Rick Yoakum to list the 2001 IH dump truck for sale with BigIron Auctions. Motion carried unanimously.
Ryan Bishop, Chief of Police, met with the Board. He presented his written report and addressed any questions. He recommended the purchase of speed bumps to be used in different areas of town that seem to have the most issues with speeding. Motion was made by David Bugh and seconded by Delmar Strange for Ryan to order 2 speed bumps and signs. Motion carried unanimously.
The budget includes $10,000 for rock for the dam at the City lake. Motion was made by Dot Kriegshauser and seconded by Rick Yoakum for Roger to begin this maintenance at the City lake. Motion carried unanimously.
Motion was made by Rick Yoakum and seconded by David Bugh. Motion carried and the meeting was adjourned.
