Edina City Council Hosts June Meeting, Alderman Volunteers to Help Demolish Old Water Plant

DRAFT Minutes – June 9, 2025 – The Board of Aldermen met in regular session with Mayor Linda Kerr presiding. Aldermen present: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Absent: Don Crim.
Others present: Roger Parton, Superintendent of Utilities; Peggy Collinge, City Treasurer.
Mayor Kerr called the meeting to order at 7:00 p.m. Peggy Collinge gave the invocation and the pledge of allegiance was recited.
Motion was made by Dot Kriegshauser and seconded by David Bugh to approve the minutes and reports as presented. Motion carried unanimously.
Motion was made by Delmar Strange and seconded by Rick Yoakum to pay all bills as presented. Motion carried unanimously.
DEPARTMENT REPORTS
Peggy Collinge, City Treasurer, addressed the Board and recommended two budget amendments to allow for the revenue and expense of the grant received by the Fire Department. Motion was made by Staci Rimer and seconded by Dot Kriegshauser to amend the budget as recommended by the City Treasurer. Motion carried unanimously.
Roger Parton, Superintendent of Utilities, met with the Board. He presented his written report of projects completed during the last month and suggested plans for the future. Roger reported that two part-time employees have been hired and one full-time employee will be leaving; tubes have been installed; brush picked up; started ditching in preparation for summer street work; as well as the regular trash pick-up and water and sewer maintenance. The demolition of the former water plant started today with Alderman Rick Yoakum spearheading this project and donating his time to get this old building removed.
NEW BUSINESS
At a special meeting on May 19, 2025, the Board voted to seek grant funding for a sidewalk project. A resolution is required to make this application. Motion was made by Dot Kriegshauser and seconded by Rick Yoakum to pass a resolution to authorize the filing of an application with the Missouri Department of Transportation (MoDOT), Rural Statewide Transportation Alternatives Program (TAP) for sidewalk construction along a portion of Highway 6 and Highway 15. Motion carried unanimously.
MAYOR’S REPORT
Mayor Kerr said she has continued to pursue an outlet for cardboard recycling. It was suggested that the former City maintenance shed would be a good drop off location if an agreement can be reached with a recycling company from Kirksville to pick it up.
Linda also had information regarding a grant application for items made with recycled tires. She agreed to check into this since benches and/or picnic tables were some of the items made from the recycled tires and would be a nice addition at Miller Park.
Linda updated the Board on the status of the City’s CDBG Demo Project. Three of the buildings on the demo list are located in the Edina Double Square Historic District, which was listed in the National Register of Historic Places in 1999. Because of this designation, the proposal to demolish the properties at 300-302 E. LaFayette Street and 102 S. Main Street has generated an Adverse Effect finding in the initial 106 review with the Missouri State Historical Preservation Office. Linda said the Knox County Historical Society will be meeting Tuesday, June 10th and make their recommendation regarding these buildings and hopefully, this will help to move the project forward.
Motion was made by David Bugh and seconded by Staci Rimer to close a part of the meeting pursuant to 610.021(3) Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer. Nays: none. Absent: Don Crim. The motion carried and the meeting was closed.
When the Board returned to open session a motion was made by Staci Rimer and seconded by David Bugh to adjourn. Motion carried and the meeting was adjourned.
